Çanakkale State Hospital


            Anzac Forces that started to move forward to Seddülbahir and to Arıburnu on April 23rd, 1915 were planning to meet with English forces in Kilitbahir and to make Turkish mines and plates ineffective by coming to border of Dardanelles and to gain a victory by passing Istanbul route.


            Due to this rightful will, this viperous target was destroyed. The only wish of the brave hearts' was to die late in order to save time for their friends staying back. They succeeded so by winning the war. The occupying forces realized that how an epic was obtained. That was not a war stated in history. That was a giving up his life just for others' life. That was a tough castle constructed with human body.


            Now each ship crossing over Dardanelles is greeting all those who devoted their life to this land. The land looks nice and precious not to step on. Heroic folk songs and brave wind are around here. And the blue sea, seagulls on it; ÇANAKKALE IS INSURMONTABLE!

            Dardanelles Wars are considered as “The Most Gentlemanlike Wars of the Century” Because we witnessed that the enmity is completely turned to amity. Human being is only enemy during the war, if captived, the human is considered as guest. Because he is a human in conclusion. The war should only be made in the front. It's not taken kindly to fire at medical ship and using toxic gas is not considered good. If the ship is about to sink, the fire is stopped. The wounds are bandaged and the injured people are carried till the shore.

            All those approaches are exemplary regarding moral and ethical aspects.

            We interviewed Op. Dr. Kenan Eliuz; Head Physician of Çanakkale State Hospital which had been ranked as “The Best Public Body” by Prime Ministry Human Rights Committee.

            What are the quality factors in health?


            To consider the hospital as a commercial firm and to provide the balance between income and expenses. And the other is to understand the expectations of the patients. What are those expectations? What are the patient requirements? What are the services that they didn't request, realize but you need to provide? The task of a good hospital director is to find out all those and to provide necessary materials and methods. If you provide a service better than the expectations, the patient gains more trust to hospital and to directors. Enhancing the quality is not to cover the expectations. Quality is to excite patients' anticipation. While 1400 patients were receiving treatment in 2005 at our hospital, today 3000 patients are receiving treatment. That rate reaches sometime to 4000. While the number of examination in polyclinic was 350 thousands, it was 850 thousands in 2009. We are trying to do our best in order to provide the best for our patients at our hospital where 242% of patient increase has been seen. The reason is the good quality of service at our hospital and patient referrals due to new departments.

You mentioned about the balance of income and expense. What is the role of financial and administrative information system?


            It's possible to perform many transactions at the same time through our information system. It's good for the budget as well. Our hospital has a budget of 60 trillion. It's too important to properly manage the budget. We are supported also by Turkish Ministry of Health. The head physicians who have been working in our hospital for 8 years are the luckiest head physicians in Turkey. We are not waiting any more for a fund provided by Ministry for many days.


            There are 1200 staffs working in our hospital. Our job is so sensitive that it may cost someone's life. It's very important to manage staffs where human life is too hard and risky to manage.

            I've been working as head physician in this hospital. When we took up the position, data processing center's working without problem was our primary and essential task. We have made an investment of 300-400 billions to data processing systems. All the computers and servers have been renewed.

            We are in a knowledge era and If you work with a good talented company, it's easy to improve yourself. We have been working with a company whose former name was Çözüm Bilgisayar and we hope that we'll have more and more success.

            -Do you have some projects and planning regarding data processing in your hospital?

            We are developing now central purchasing and stock tracking which is projected to be a model in Turkey. This project is actually planned by Turkish Ministry of Health in order to track this kind of transactions in the whole country. Firstly we had a stock tracking program then we gathered with authorized people, directors, financial directors, head of clinics. We informed software developers and engineers. We are always in contact with Sisoft. We are really hard working to develop this program. We are planning that we are going to have a good program in 12 months.


            We interviewed Deputy Head Physician Yusuf Dalgalı, MD regarding hospital information system and PACS.

            Could you please give us some information about HIS?

            We first met with Çözüm Bilgisayar during SSI period. Firstly we started with staff, accounting and local pharmacy application in the early 90's. Afterwards we started to use this program in all modules in Çanakkale SSI Hospital. As it's confirmed by the Ministry of Health that two hospitals can be directed by a unique administration, I have been performing my administrative function for 5 years in Çanakkale State Hospital.


            I have known Çözüm Bilgisayar for 20 years. I've been following the development process of the program for 20 years.

            -Minister of Health is frequently mentioning about digital hospital without paper and x-ray film usage. In this regard, you are using PACS in your hospital. What are the benefits of PACS for you?

            The known archiving method leads to time and money losses through transportation and usage difficulties. Deformed and lost x-ray films are always a hassle for us.


            We are able to digitally access patients' x-ray films at any time at any point. The classical archiving method is more risky and takes longer time.

            By means of PACS, we are able to have many skills and talents. We can mark on x-ray films and take some notes. We can have detailed analysis on high resolution images.

            The vital one is to access patients' previous radiological images and to share them with the new ones. It provides a great convenience regarding tracking the lesion and discovering the reasons which triggers the diseases. Tracking matter is so vital in an hospital. All the previous x-ray films are so important for us. Because we take a decision by seeing and comparing the patients' previous results.

            Formerly we were delivering the x-ray films to patients and they were losing them or throwing them away in the garbage. We had archiving problems. But now we are able to reach all patient x-ray films in our server when needed and the physicians are able to retrieve the film on their computers.

            Remote access to patients' radiological images is available through intra-vires. We do not need any more x-ray film bath and printing. So we prevent the environmental damage caused by x-ray films materials.

            -Do the patients benefit from appointment system? In what condition the central appointment system in your hospital?

            One of our problems is MHRS. (Hospital Central Appointment System) The appointment time in MHRS is 10 min. now. Now we are thinking about how to overcome. We were able to give an appointment max. 50-60 patients. There used not to be any patients waiting early in the morning when we arrive at hospital. But now it is hard to have the same condition. If they allow MHRS to be used on the Internet, we won't have any trouble. Through an operator, it would be harder to get an appointment. The craftsmen also got used to this application. They were saying that they knew when they will return to their job.

            We have already found solutions regarding our patient's waiting in the queue. So we put Unitary System into practice. Our hospital had only one admission section. We were trying to provide service for 500-600 patients with 910 computers. We were having always debates and problems at that time. We solved that problem by creating specific units for each department. 3 people for each unit. 21 people in total with pediatrics, gynecology, dental department. If we count all, it makes 35 people who receives admission at the same time.

            By means of 35 people for patient admission, our patients are waiting max. 5 min. in the queue. I think that there is no sample of that application in Turkey.

            If there is so many patient admission, we receive the admissions in polyclinics instead of counters. In case of emergency, we have the capacity of 80 points for patient admission at the same time.
